As a multidisciplinary and comprehensive scientific research institution of North China Electric Power University, Academy of Modern Electric Power Research functions as a forefront research center focused on multi-layered scientific researches, training services, technical consultation as well as international communication. It is a brand-new platform of North China Electric Power University to achieve breakthroughs in systematic, technological and managing innovations. It is also a window of North China Electric Power University for providing superior resources to the state administrative departments, enterprise groups and responsible associations. As one of these international key universities, it is characterized by high research standard and advanced technology.
The functional orientation of the Academy of Modern Electric Power Research is to devote itself to exploit our scientific potentiality, to improve the standard of scientific research, to promote the scientific cooperation on scientific and technological researches among corporations, government, foreign research institutes and NCEPU; to devote itself to organize and undertake the important research projects including the multidisciplinary and newly- developed subjects and the training of their research teams; to devote itself to demonstrate fine scientific researches and product-hatched items.
Academy of Modern Electric Power Research has introduced “Center of Energy and Environmental Research”, and has established “Center of Energy Resource Environment Law Research”, “Center of Modern Human Resource Research” and “Center of Digital Electric and Energy Saving Research”.
It adheres to the principles of: “development, humanity, harmony and innovation”. Its fundamental tenet is promoting the development of the multidisciplinary and newly developed subjects, strengthening scientific and technological researches and international communication. The main objectives of the academy are: to study and develop the advanced electrical technology, to train the skilled talents and the senior administrators with innovational ability. It will effectively seize the advantages of manpower and technology to explore the more enormous science and research field. Academy of Modern Electric Power Research must be a great loader of North China Electric Power University to fulfill the functions of serving our society, providing technical consultation and strengthening cooperation of the electric power enterprises.
Energy and Environment Research Center
Energy and Environment Research Center (EERC) was established at the yearend of 2005 at the North China Electric Power University (NCEPU). It represents an important milestone achieved by vigorous collaborations between NCEPU and University of Regina (Canada) in the past years. The Center is committed to building upon its recognized and emerging strengths in the broad areas of Energy and Environment research from two institutions in the past, respectively. The EERC targets on today’s most critical energy and environmental issues and challenges, aiming toward developing sound, cost-effective, and innovative technologies and strategies, and more importantly, moving these scientific and engineering solutions to real-world problem-solving. In-line with NCEPU’s strategic mission of improving the emerging strengths in energy and environment studies, it is the goal for the EERC to become and provide a national research and education centre at the forefront to conduct research and train high quality personnel (such as Master, PhD and PDF) at the NCEPU. The creation of this research unit at NCEPU will be gradually recognized as one of the world’s leading energy and environment research organizations, and ultimately will elevate the capacity and capability of our country not only for handling our own energy-environment challenges but also for enhancing international competitiveness in this area.
EERC has track records of extensive publications in top peer-refereed journals, acquisition of nation-wide major and strategic research grants, and service to many governments and industries. The EERC research team consists of not only newly-hired faculty members from top universities in China, but also newly-recruited researchers (as Adjunct Professors) from overseas universities including Dalhousie University (Canada), University of Northern British Columbia (Canada), Memorial University of Newfoundland (Canada), and Tokyo University of Japan. The Center has also recruited over 50 graduate students in the past couple of years to undertake various research tasks under the supervisions of EERC’s faculties.
Four areas have been identified as main research streams at this early stage of EERC, including energy planning and management, environmental sciences, environmental engineering and water resources management. Five research departments were initiated and formed to undertake different research topics and projects towards providing scientific and engineering solutions to various energy and environment issues, including Energy and Pollution Control Department, Energy and Environmental Systems Engineering Department, Climate Change and Energy System Department, Clean Technology and Energy-Saving Research Department, and Energy-Environment Science Department. Since its establishment in late 2005, the EERC has grown rapidly and has received various funding from different government and private organizations, much of which is for supporting nation-wide major and strategic researches and projects, such as the National Basic Research Program of China (973 Program), National Science Foundation of China (NSFC), Chinese Academy of Sciences, Beijing Municipality, and Petro-China. In addition, the EERC has co-organized a successful event of “China-Canada Energy and Environment Summit Forum” for supporting Government of Canada and State Bureau of Foreign Experts Affairs of China. Together with the ISEIS, the EERC helped organize the “ISEIS’2006 Specialty Conference on Science and Technology on Desertification Control” in Beijing. All the efforts and actions have helped draw attentions and opportunities to the EERC, and have significantly promoted the EERC to be recognized by both national and international research communities as well.
EERC’s 5-year goals for the period of 2006-2010 include:
To be one of the national top 5 Energy and Environment Research Institutions through enhancing the research capacity and capability of the EERC in every aspect;
To hire 5-10 high caliber researchers in the energy and environment field from overseas;
To establish a high caliber research team with Changjiang Scholars and National Distinguished Young Scholars leading the team and other 12-15 young-to-middle aged scholars being main forces;
To create a first-class Energy and Environment Research laboratories and facilities and infrastructure;
To publish over 100 peer-referred journal publications in top international journals with over 50 of the totals being SCI cited.
In the long run, the EERC will not only focus on tackling the major scientific and engineering issues in the energy and environment studies, but also focus on addressing the most critical energy and environmental challenges in practice facing China. The Center’s research portfolios will consist mainly of a wide array of strategic energy and environmental solutions to the region and the nation for ensuring the insurance of long-term regional and national energy security and quality environment. Specifically, the long-term goals include:
To predict nation-wide energy demand and environmental pollution trend in the coming decades under various social and economic development scenarios;
To follow closely the direction and advancement of global energy and environment research and development;
To develop advanced and innovative technologies for better energy utilization and conservation and environmental pollution control;
To initiate protocols for developing nation-wide energy and environment database and information technologies;
To establish health risk assessment frameworks for assessing human health risks associated with energy consumption and environmental pollution, and thus to identify control strategies;
To develop region-wide and nation-wide energy and environmental management decision support systems for sustaining the growth of nation’s energy, environment and economy in a healthy manner.
Law Research Center of Energy, Resources and Environment
The Law Research Center of Energy, Resources and Environment, which was founded in January 2007, has stable research orientations, a high-leveled research team and fruitful research achievements. It is an important move for North China Electric Power University to give full play to specialty advantages and establish distinctive liberal arts.
I. The research orientations of the Law Research Center of Energy, Resources and Environment
1. Law guarantee systems of energy security
(1) Law system of energy security forecast
a. Energy requirement quantity forecast
b. Energy production quantity forecast
(2) Law warning system of energy security. The energy supply of principal energy resources, energy storage and the shifting of energy prices of coal, extracted oil, electric power, fueling gases and liquefied gases are closely tracked. The implementing plans are put forward to warn the peak period of energy consuming and unexpected accidents.
(3) Emergency law system of energy security. The emergency organization systems are bettered. The team members participate in the drawing up of the emergency methods by executive departments about energy supply accident in accordance of the fuel shortage, serious accident, electric net and gas net incidents likely to happen.
(4) Adjusting law system of energy security. The focus of adjustment is to save and renew resources. The constructions of recycling production, green consumption and comprehensive assurances should speed up to establish and better diversified, multi-patterned and multi-channeled guarantee systems of energy supply.
2. The research on the law guarantee systems of saving of energy and resources
(1) In the process of advocating general sense of energy conservation and trying to build up economizing society, researches are made to utilize the marketing mechanism and economic incentives to carry out the nation’s energy strategy and energy policy. The specific legislative proposals are put forward.
(2) Taking terminal energy conservation laws and regulations as the goal
a. The researches on energy conservation demonstrations, energy conservation regulations, the development and popularizing of industrial and house appliances are launched in the industrial energy conservation field.
b. The team members participate in establishing energy conservation regulations and policies in the field of building to promote the implementing of the energy conservation regulations in the building field.
c. In the aspect of comprehensive energy conservation, the implementation of specific measures of “Energy Conservation Law” and financing policy are studied.
(3) The research on the long-term energy conservation mechanism. The ripe experiences at home and general regulations abroad are used for references in fixing energy prices, energy statistics and energy consumption so as to help form the sustainable producing and consuming patterns.
3. The research on the law guarantee systems of new energy and renewable energy
(1) Support of developing programs of new energy and renewable energy, complementary policies and corresponding legislation are studied.
(2) The operating methods such as government allowance, tax reduction or remission, loan at low interest are inquired into implementation. By administering scientifically, taking comprehensive measures and establishing long-term mechanism of energy security, the tense situation of energy can be eased to guarantee the sustainable development of economy.
4. The law mechanism research on the comprehensive administration of the energy environment issue
(1) The corresponding polices and legislation researches on the comprehensive administration of polluted water. The corresponding policies and legislation researches of the industrial source pollution are taken as the focus.
a. The research is made to establish the permission and exchange systems.
b. The research is made to encourage the enterprises to work without pollution, to control pollution in the process of working and to reduce the discharging of polluted water by relative industry policies.
c. The research is made to combine reward with penalty so as to arouse the enthusiasm and the sense of responsibility of harnessing pollution.
d. The research is made on how to make the foul water running into the natural water sources come up to the national water drainage standard within the range of the enterprises’ right.
e. The research is made on the environment audit system for the pollution from the industrial sources.
(2) The research on corresponding policies and legislation of tackling the polluted air in a comprehensive way
a. The research is made on the comprehensive harmonious tackling of air pollution in certain regions.
b. The research is made on the improvement measures of energy structure to raise the proportion of clean energy.
(3) The research on the corresponding policies and legislation of tackling the rubbish pollution in a comprehensive way
a. The research is made on further promoting industrializing and marketing of rubbish tackling.
b. The research is made on strengthening supervision and administration of rubbish tackling by the government.
c. The research is made on the programs of reduction, resource and purifying of rubbish in urban areas.
d. The research is made on dealing with special rubbish which does harm to the environment and is likely to arouse problems concerning more people.
5. The constructions of new energy and renewable energy in the socialist new countryside in Beijing suburbs
The team members participate in drawing up the development programs for constructing new energy and renewable energy in the new socialist countryside in Beijing suburbs. The corresponding policy encouragement measures are studied to make the renewable energy transform towards the pattern of agricultural production energy consumption from the single pattern of country life energy consumption.
II. The Goal of the Law Research Center of Energy, Resources and Environment
The Law Research Center of Energy, Resources and Environment is a trans-discipline research body, with scientific research, academic team construction and condition platform construction as the focus. The research will trace the latest developing trend of the management of energy crisis both at home and abroad, and will center on solving the existing problems about energy security management in Beijing and set up a first-class international platform of education and research of emergency management in order to promote the constructions of governing abilities in emergency situation in the fields of energy, resources and environment and also to provide intellectual support and theoretical service to the strategy decisions.
NCEPU High Education Research Institute
NCEPU High Education Research Institute was established in February 2004, its precursor is the NCEPU Education Research Office which was establish in October 1981, renamed as High Education Research Office afterwards. The main purpose of establishing the institute is to follow the new trend of reform and development of high education, practically enhance the macro-study and strategic research on high education, improve the combination of theory and practice, so as to effectively push forward the implementation of the educational and other tasks. It sets reform and development (policy) study office, high education theory study office, education study office, periodical editorial office, material office. There are currently 8 full time and part time staff, 3 of which are editors of China Electric Power Education, and the chief executive of the Institute is Professor Li Shuangchen, assistant secretary of Party Committee of NCEPU.
